Abstract: This project is to develop a video player on mobile devices, such as mobile phones, using Java 2 Micro Edition (J2ME). Since MPEG videos are not playable on mobile devices because of low processing power of the devices, a new video format needs to be developed as well. The idea is to play videos by means of slideshows, i.e. display videos as a series of images. The images are stored in Portable Network Graphics (PNG) format because PNG is natively supported by J2ME, thus coding is simpler and performance may be higher. These images are stored as a single video file. In order to generate the video files, an encoder also needs to be developed. There are two main technologies used in the encoder to reduce the average bit rate of the video while keeping quality acceptable. The result is a new video format called J2ME Motion Video (JMV). It consists of a newly developed video format, an encoder that encodes videos in this format, and a player that plays such videos. This project is basically complete, although there can be much improvements, such as better coding and more testing on various J2ME platforms.
