dc.description.abstract | This report presents the full development phases and recommendations that were conducted for the module IBUS7314 / IS6930, on Project D titled e-Government Blueprint Design for Carbon Management Government Agency. Our client, Shenzhen NDRC Carbon Trading Management Office (SZ-CTMO), is a government carbon management authority agency based in Shenzhen, China. As one of the selected pilot locations, they oversee the development and enforcement of the carbon management policies and Emission Trading System (ETS) in Shenzhen. Based on the project brief, SZ-CTMO will like to develop an e-Government (e-Gov.) system to transform and digitise their engagement with their stakeholders. In addition, this system should be designed with the ability to meet both the short and long-term needs of the stakeholders. Since March 2014, our consulting team conducted extensive research to assist in the development of the recommendations. For instance, secondary research via industry reports, academic journals and empirical studies were conducted to hone and enhance the project’s analysis and development respectively. In addition, primary research was conducted during the residential trip (R-trip) with identified stakeholders to validate and refine the proposed recommendations. This report will comprise of three parts. Part 1, comprising of Section 1 to 4, presents on the research conducted prior to the R-trip. This includes the literature review on carbon management, e-Gov. and its development models. It is also supported by carefully selected relevant case studies worldwide. Likewise, insights from the 5th June 2014 primary interview conducted before the R-trip are also included. Grounded in sound theoretical approach, Part 2, comprising of Section 5, will present on the insights gathered from the primary research conducted during the R-trip. These insights are valuable as it validated our analysis and preliminary recommendations proposed prior to the R-Trip. Also, the primary research with the different stakeholders has sharpened our understanding of what constitutes an e-Gov. system. Integrating the theoretical foundation and research findings, Part 3, comprising of Section 6 and 7, will present the design of the proposed e-Gov. system. In essence, this system is recommended to be launched in 3 different phases. Phase 1 is static in nature, will be created to establish an online presence. Phase 2 is designed with the purpose of creating a dynamic platform, allowing for transactions to take place. Phase 3 aims to integrate all Shenzhen’s carbon management relevant stakeholders in the long term. In whole, this system is designed with the principles of being informative, educational and facilitating. Details pertaining to the interviews, time-sheets and final presentation slides to the client will also be presented in the Appendixes. | en_US |
