dc.description.abstractThe paper provides readers with a perspective into the Immigration Department of the HKSARG (hereafter ‘ImmD’), encompassing its characteristics and the degree of publicness (Part 1), the external environment shaping or affecting its policies and business operations (Part 2), management of staff and organizational performance (Part 3), decision making and strategic management (Part 4) and financial resources management (Part 5). In support of the analysis, a wealth of data has been drawn, coupled with a personal interview conducted with the Chief Immigration Officer, Mr. Alvin Tam Ho-man, who frequently takes part to have a say in decision making on resource deployment and manpower management.en_US
