| Abstract: | 法治环境是我国参政党建设重要的外部生态环境，将法治环境纳入参政党建设的研究视野具有十分重要的理论意议和现实意议。基于我国参政党建设的内在机理和现实经验，应着重从立法、参政党及其成员的权利保障和国家投入三个方面，釆用以软法为主、软法与硬法相结合的保障机制，构建有利于参政党建设的法治环境。 |
